The European Commission Adopts a Recommendation on Critical Technology Areas for the Economic Security of the EU with a view to further Risk Assessment with Member States

On 3 October 2023, the European Commission (“Commission”) adopted a Recommendation on critical technology areas for the economic security of the EU with a view to further risk assessment with Member States. This Recommendation stems from the Joint Communication on the European Economic Security Strategy, which sets out a comprehensive strategic approach to economic security in the EU.

This Recommendation concerns the assessment of one of the four types of risk in this comprehensive approach, namely technology risk and technology leakage. In the Recommendation, the Commission sets out a list of ten critical technology areas.

The recommendations identify four technology areas from the ten critical technology areas that are considered likely to present the most sensitive and immediate risks related to technology security and technology leakage. These areas are labelled as Advanced Semiconductors Technologies, Artificial Intelligence Technologies, Quantum Technologies, and Biotechnologies.

According to this Recommendation;

• The Recommendation contains some guiding principles for the structuring of collective risk assessments, including consultation with the private sector and protection of confidentiality.
• The Commission will take into account that measures taken to enhance EU competitiveness in the relevant fields may contribute to the mitigation of certain technology risks.
