Public Announcement on Push Notifications Sent via Mobile Applications Published by the Turkish Personal Data Protection Authority
The Turkish Personal Data Protection Authority has published the Public Announcement on Push Notifications Sent via Mobile Applications (“Public Announcement”) on its official website on 14 January 2026
The key points highlighted in the Public Announcement are summarized below:
- The Public Announcement was prepared following examinations conducted within the scope of complaints submitted to the Authority regarding push notifications sent to users via mobile applications.
- It is emphasized that consent mechanisms for push notifications must be designed in compliance with the general principles set out under Article 4 and the conditions for processing personal data stipulated in Article 5 of the Personal Data Protection Law No. 6698 (“Law”). In this regard, it is noted that combining multiple data processing purposes under a single explicit consent may undermine the requirement that consent be given freely.
- Particular attention is drawn to the necessity of distinguishing between notifications that are mandatory for the performance of a service and those sent for marketing or advertising purposes, and of providing users with separate and independent choices for each purpose. This approach is assessed within the framework of the “granular consent” principle adopted in the Board’s practice.
- Furthermore, it is stated that configuring the technical infrastructure of mobile applications in a manner that allows users to manage their notification preferences through in-app or device settings falls within the scope of the technical and administrative measures that data controllers are required to implement pursuant to Article 12 of the Law.
