Commission Rolls Out Plan to Boost Circular and Efficient Products in the EU

The European Commission adopted the new working plan (“Working Plan”) on 16 April 2025 under the Ecodesign for Sustainable Products Regulation (“ESPR”) and the Energy Labelling Regulation for the 2025–2030 period.

According to the Working Plan;

  • Based on their potential to contribute to the objectives of the circular economy, a set of product groups has been identified to be subject to ecodesign and energy labelling requirements over the next five years. These products include steel and aluminium, textile products, furniture, tyres, and mattresses.
  • The Working Plan aims to promote sustainable, repairable, circular and energy-efficient products across the European Union.
  • The new requirements are expected to cover two main aspects of products:
    • Product performance, such as minimum durability, energy and resource efficiency, availability of spare parts, and minimum recycled content;
    • Product information, including key details on the product’s carbon and environmental footprint.
  • In addition horizontal measures on repairability are expected to be introduced for product groups such as consumer electronics and small household appliances, including the implementation of a repairability score for selected products.
  • Future ecodesign and energy labelling requirements are expected to be adopted through delegated acts on a product-by-product basis or for groups of similar products.
  • For certain energy-related products, ongoing work under the existing Ecodesign Directive (Directive 2009/125/EC) will continue, and the related requirements are expected to be adopted no later than 31 December 2026.
  • The Working Plan is stated to aim at expanding the scope of the ESPR that was adopted in July 2024 and to build on the existing ecodesign and energy labelling frameworks.
