Turkish Data Protection Authority Initiates an Ex Officio Investigation Regarding the Grok Artificial Intelligence Assistant

The Public Announcement Regarding the GROK Artificial Intelligence Assistant (“Public Announcement”), prepared by the Turkish Data Protection Authority (“Authority”), was published on the Authority’s official website on 11 February 2026.

It has been reflected in the public domain that the European Commission has initiated an investigation due to allegations that the artificial intelligence platform “Grok,” developed by X.AI Corporation, has been used to generate sexual content images and videos without the consent of individuals, including children, and that such content has been circulated.

Within this scope, it has been stated that there is suspicion that the technical and administrative measures required under the Personal Data Protection Law No. 6698 during the development and implementation processes of Grok were not duly fulfilled, and that there may have been non-compliance with the legislation in the processing of personal data.

In light of the aforementioned matters, it has been decided that the Personal Data Protection Board has initiated an ex officio investigation under Law No. 6698 against X Internet Unlimited Company and X.AI Corporation.
