Turkish Competition Authority Concludes Investigation Into Certain Undertakings Operating in the Glass and Recycling Sectors

The Competition Board (“Board”) has concluded two separate investigations conducted to determine whether certain undertakings operating in the glass and recycling sectors have infringed Article 4 of Law No. 4054 (“Law”) by fixing glass-cullet prices, engaging in territorial and/or customer allocation with the aim of restricting competition, and exchanging competitively sensitive information.

With the Board's decision no. 25-39/927-542;

  • As a result of the investigation conducted within the scope of the Board decision no. 24-24/593-M dated 04.06.2024, on 16.10.2025, due to violating the obligation regarding “the limitation of unprocessed flat glass purchases” set forth in clause 1 of the commitment package and the obligation regarding “refraining from any action that could render ineffective the commitment clauses related to the limitation of unprocessed glass product purchases” set forth in clause 5, it was decided to impose an administrative fine of TRY 3,154,657,221.00 on the economic entity consisting of the undertaking and its subsidiary.

With the Board's decision no. 25-39/928-543;

  • It has been decided that the two undertakings violated Article 4 of the Law by fixing cullet prices, engaging in territory and/or customer allocation aimed at restricting competition, and exchanging competitively sensitive information.
  • Within the scope of the investigation conducted with the Board's decision no. 24-24/593-M dated 04.06.2024, due to the imposition of a periodic administrative fine on the relevant undertaking pursuant to the decision no. 25-39/927-542 dated 16.10.2025, it has been decided not to impose an administrative fine in accordance with the prohibition of double jeopardy for the same act principle.
  • It has been decided to impose an administrative fine of TRY 1,947,469.47 on the other undertaking.
