The Regulation on the Certification of Technological Products Published in Türkiye
The Regulation on the Certification of Technological Products ("the Regulation”) was published by the Ministry of Industry and Technology ("the Ministry”) in the Official Gazette dated 18 December 2025 and numbered 33111.
The key provisions introduced under the Regulation are summarized below:
- The procedures and principles governing the certification of products resulting from R&D and innovation projects, the use of such certificates, and the application processes are regulated.
- Two types of certificates are defined under the Regulation:
- Technological Product Certificate: A certificate evidencing that the product is an output of an R&D and innovation project and issued for an indefinite period.
- Technological Product Experience Certificate: A certificate issued for the purpose of evidencing work experience within the scope of Law No. 4734, valid for five (5) years from the date the product is placed on the market.
- Applications shall be submitted electronically via the portal established by the Ministry by persons authorized to represent the undertaking.
- As a general rule, the placement of the product on the market must be evidenced by an invoice or a delivery note. Where documents evidencing placement on the market cannot be submitted, the product must have a technology readiness level of at least 7.
- For applications for a Technological Product Experience Certificate (excluding software and services) the submission of a Domestic Goods Certificate issued in the name of the applicant is mandatory.
- Upon completion of the evaluation process and a favorable decision, the Technological Product Certificate and the Technological Product Experience Certificate shall be issued via the portal within five (5) business days as of the date the review is finalized.
- Issued Technological Product Experience Certificates shall be transferred directly to the Electronic Public Procurement Platform through the established system integration.
- For software products, a technical review process, including the analysis of code fragments through secure systems, is envisaged in order to determine core functionalities and originality.
- In the event that false or misleading information or documents are determined to have been submitted during the application process, the certificates shall be cancelled ex officio.
- If the Domestic Goods Certificate relating to the product is cancelled, the Technological Product Experience Certificate shall also be deemed cancelled as of the same date.
- The Regulation entered into force on the date of its publication in the Official Gazette.
