The European Commission Publishes the Action Plan on Cybersecurity and Artificial Intelligence

 

The European Commission (“Commission’’) has published an Action Plan (“Action Plan”) on its official website regarding Cybersecurity and Artificial Intelligence on 7 July 2026.

According to the Action Plan,

  • The Commission aims to support the safe and responsible use of AI while strengthening Europe’s cybersecurity and resilience.
  • It is assessed that AI can help detect vulnerabilities and prevent cyberattacks but it can also be exploited by attackers to automate attacks and identify weaknesses at an unprecedented speed and scale.
  • In line with the AI Act, Europe's capacity to evaluate advanced AI models before they are placed on the EU market will be strengthened.
  • In addition, the Commission will work with ENISA to develop a European Blueprint for secure access to advanced AI systems and establish a secure testing platform for organisations in critical sectors, such as energy, transport, health, finance, and public administration.
  • The Action Plan also promotes the implementation of existing EU cybersecurity legislation, including the NIS2 Directive and the Cyber Resilience Act.
  • To strengthen Europe's capabilities, the Commission will launch an EU Grand Challenge on AI for cybersecurity to develop innovative solutions and continue investing in sovereign AI capabilities through initiatives such as AI Factories and future Gigafactories.
  • The Action Plan complements the EU's existing legal framework, including the AI Act, the Cyber Resilience Act, the NIS2 Directive, the Digital Operational Resilience Act (DORA), and the Cyber Solidarity Act.
