European Commission Imposes €2.95 Billion Fine on Google for Abusive Practices in Online Advertising Technologies

The European Commission (“Commission”), in its press release (“Press Release”) published on its official website on 5 September 2025, has announced that it imposed an administrative fine of €2.95 billion on Google for abusive practices in the online advertising technology sector.

According to the Press Release:

  • Google holds a dominant position in publisher ad servers with “DoubleClick for Publishers (DFP)” and in programmatic ad buying tools with “Google Ads” and “DV360.”
  • The Commission has found that Google abused this dominant position by:
    • granting preferential treatment to its ad exchange AdX in auctions,
    • sharing competitors’ bid information in advance with AdX,
    • steering its ad buying tools to favour AdX.
  • These practices have had adverse effects on competitors, advertisers, and online publishers.
  • The Commission has decided that Google must:
    • put an end to the said practices, and
    • implement structural or behavioural remedies to eliminate conflicts of interest.
  • The Commission will assess the proposals to be submitted by Google, and should these measures be deemed insufficient, structural remedies may be considered.
  • The fine was determined in accordance with the Commission’s 2006 guidelines on fines, taking into account the duration and gravity of the infringement, as well as the fact that Google has previously been sanctioned for abuse of a dominant position.
