AliExpress Is Fined EUR 550 Million by the European Commission for Breaching the Digital Services Act

On 20 July 2026, AliExpress was fined EUR 550 million by the European Commission (“Commission”) for failing to diligently assess and mitigate the risks associated with the dissemination of illegal, unsafe, or counterfeit products through its platform.

According to the Commission’s findings:

• Whether sufficient staff had been allocated to review potentially illegal products was not properly assessed.
• The extent to which recommender and advertising systems contributed to the dissemination of illegal products was not adequately evaluated.
• Adequate quantitative metrics were not used to assess the effectiveness of content moderation systems.
• Certain illegal products were allowed to remain available on the platform for several weeks, even after being detected.
• The penalty policy applicable to traders selling illegal products was not effectively enforced.
• Product compliance checks were circumvented through the mis-categorisation of products.
• Adequate measures were not taken to prevent the dissemination of counterfeit products.

An action plan setting out the measures to remedy the infringements must be submitted by AliExpress to the Commission by 20 October 2026. Failure to comply with the decision may result in periodic penalty payments.
